FCA to test Open Finance infrastructure models as agentic AI reshapes data sharing
What's happening
The FCA plans to run tests of Open Finance infrastructure using centralised, decentralised and hybrid models as industry leaders debate Smart Data adoption, while the regulator simultaneously sets out how it will supervise agentic AI in finance. Jessica Rusu (FCA chief data, information and intelligence officer) outlined that the watchdog will build a framework for agentic finance covering agent identity, delegated authority, accountability and execution, and has urged AI providers to place clear disclaimers on financial content. The FCA also published good and poor practice observations on AI use in financial services (saying it is not introducing a dedicated AI rulebook or mandating a single operating model) at the same time surveys show generative AI now accounts for more than half of AI systems in UK financial firms. Other regulators are moving too, for example Hong Kong Monetary Authority's ART framework focusing on Accountability, Resilience and Trust for agentic AI in banking.
Why it's trending
Because agentic AI and Open Finance are converging right now, regulators (FCA and HKMA) are publishing governance expectations while the FCA will actively test infrastructure models to see how data sharing should work.

FinTech GlobalOct 28 - The FCA wants rules for who an AI agent is and what it is allowed to do. Neither answer exists yet
Two things came out of the FCA on 19 October. One was guidance on good and bad AI practice, which is about what firms should be doing right now. The other was a speech by Jessica Rusu, and that is the more interesting one. She said the FCA is going to build a framework for agentic finance covering four things. Agent identity, delegated authority, accountability and execution. Put plainly, that is
