ABA, BPI seek regulatory consistency in proposed stablecoin reporting forms

The American Bankers Association and the Bank Policy Institute urged the FDIC to finalize reporting forms for stablecoin issuers only after the FDIC finalizes the regulatory requirements for those firms, and to coordinate with other federal regulators so reporting forms are substantially similar. Separately, the ABA and three other bank industry associations asked the OCC to broaden the application review for non-bank entities seeking to become payment stablecoin issuers and to seek public comment on those applications. The Federal Reserve has proposed rules under the GENIUS Act requiring payment stablecoin issuers it supervises to back stablecoins with certain reserve assets and to establish an application process for state member banks creating subsidiaries that issue the digital asset; the Fed is requesting public comment on two notices of proposed rulemaking.
